Safety Case Plan
Following the guidelines set forth by the Ministry of Trade and Industry (now Ministry of Employment and Economy) Posiva is preparing to submit the construction license application for a spent fuel repository by the end of the year 2012. The long-term safety section supporting the license application is based on a safety case, which, according to the internationally adopted definition, is a compilation of the evidence, analyses and arguments that quantify and substantiate the safety and the level of expert confidence in the safety of the planned repository.

Olkiluoto Site Description
This second version of the Olkiluoto Site Report, produced by the OMTF (Olkiluoto Modelling Task Force), updates the Olkiluoto Site Report 2004 (Posiva 2005) with the data and knowledge obtained up to December 2005.<br/>The main product of the modelling has been to develop a descriptive model of the site (the Site Descriptive Model), i.e. a model describing the geometry, properties of the bedrock and the water and the associated interacting processes and mechanisms.

REGION-TO-AREA SCREENING METHODOLOGY FOR THE CRYSTALLINE REPOSITORY PROJECT
The Crystalline Repository Project (CRP) of the Department of Energy's Civilian Radioactive Waste Management Program is responsible for identifying sites which could be considered by the Department for construction and operation of the second deep geologic repository for permanent disposal of high-level radioactive waste. The CRP is currently evaluating exposed and near surface crystalline rock bodies in three geographic regions in an effort to identify potentially suitable rock bodies for continued evaluations and eventual field investigations.

It was prepared by the Office of Waste Isolation (OWI) which is part of Union Carbide Corporation-Nuclear Division (UCC-ND). These plans are based on guidance provided by the Energy Research and Development Administration (ERDA). The technical plan is an extension of over 15 years of studies of waste storage in geologic formations.

The foundation for work related to nuclear waste management is laid by laws and outlines e.g. the responsibilities of the reactor owners and the state, as represented by the authorities. The Swedish Nuclear Fuel and Waste Management Company (SKB), as well as Posiva Oy in Finland, were set up by the reactor owners in the respective countries in response to the responsibilities of planning, conducting research and to implement the physical structures leading to a safe management of nuclear wastes.

In 2011, research and analysis work continued to ensure the timely availability of results and related reports. The feedback provided by the Radiation and Nuclear Safety Authority and other authorities for the preliminary licensing documentation submitted in 2009 was systematically reviewed in 2011, and steps were taken to ensure it is taken into account during the license submission phase.

The Clinch River MRS Task Force was appointed in July 1985 by the Roane County Executive and the Oak Ridge City Council to evaluate the Monitored Retrievable Storage (MRS) facility proposed by the Department of Energy to be constructed in the Roane County portion of Oak Ridge. After several months of study, numerous public meetings, site visits to relevant facilities, and careful evaluation of the integrated MRS concept, it is the considered opinion of the Task Force that the facility could be safely build and operated in Roane County/Oak Ridge.

Program Plan for the Development of the Bedded Salt Pilot Plant
A program leading to the establishment in FY I983 of a pilot plant for storing radioactive wastes in bedded salt is described. The program consists of laboratory and field investigations of factors affecting the suitability of a specific site in southeastern New Mexico; of more generally applicable problems associated with geohydrology and rock mechanics; and of considerations bearing on the operational safety of a pilot plant repository. Tasks concerned with the engineering development and design of the facility are also included.

A joint Oak Ridge - Roane County citizen task force (TF) evaluated the<br/>Department of Energy's (DOE) proposal to site a Monitored Retrievable Storage<br/>facility in Tennessee in terms of environmental, transportation and socioeconomic<br/>impacts. The case study examines how the TF used mitigation, compensation and<br/>incentives (economic and non-economic) to address the problem of distrust of DOE<br/>and to change the net local impact balance from negative to positive.
