Department of Energy Plans for Developing a Monitored Retrievable Storage Facility
The U.S. Congress authorized the development of a monitored retrievable storage facility (MRS) as part of the high-level radioactive waste management system. The MRS will be used to receive, store, and stage shipments of intact spent fuel to the permanent repository. Early development of the MRS is crucial to honoring the long-standing Federal commitment to timely and adequate waste acceptance. The Department of Energy's (DO E) objective is initial waste acceptance at the MRS beginning in 1998.

The concept of Geosphere Perfonnance Indices (GPis) is proposed. The "performance"<br/>refers to the geosphere's capacity to retain/contain radionuclides in the event of their accidental<br/>release at some point in time. The GPis are based on the Lagrangian stochastic-analytical<br/>framework for transport in the subsurface and are believed to render useful tools in performance<br/>assessment studies in general and in the site selection process in particular.

Site Selection and Characterization Processes for Deep Geologic Disposal of High Level Nuclear Waste
In this paper, the major elements of the site selection and characterization processes used in the U.S. high level waste program are discussed. While much of the evolution of the site selection and characterization processes have been driven by the unique nature of the U.S. program, these processes, which are well-defined and documented, could be used as an initial basis for developing site screening, selection, and characterization programs in other countries. Thus, this paper focuses more on the process elements than the specific details of the U.S. program.

This study evaluated the technical suitability of Yucca Mountain, Nevada, as a potential site for a mined geologic repository for the permanent disposal of radioactive waste. The evaluation was conducted primarily to determine early in the site characterization program if there are any features or conditions at the site that indicate it is unsuitable for repository development. A secondary purpose was to determine the status of<br/>knowledge in the major technical areas that affect the suitability of the site.

The primary task of the Committee on Radioactive Waste Management (CoRWM) is to provide independent scrutiny of the Government’s and Nuclear Decommissioning Authority’s proposal, plans and programmes to deliver geological disposal, together with robust interim storage, as the long-term<br/>management option for the UK’s higher activity wastes. In June 2007 the Scottish Executive announced a policy of near-surface, near-site long-term storage rather than geological disposal.

This paper summarises the history of RWM in Hungary, with a special attention to changing decision making approaches, social conflicts, and socio-technical challenges. First the institutional background of RWM is outlined. Next, efforts to build facilities for the management of low- and intermediatelevel waste (L/ILRW) and high-level waste (HLW) are summarized. This is followed by the short description of remaining socio-technical challenges. Finally, changes in decision-making approaches and tools are analysed.

On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision.

Recommended new criteria for the selection of nuclear waste repository sites in Columbia River basalt and U.S. Gulf Coast domed salt
Screening criteria and specifications are recommended to aid in the evaluation of sites proposed for nuclear waste disposal in basalt and domed salt. The recommended new criteria proposed in this report are intended to supplement existing repository-related criteria for nuclear waste disposal. The existing criteria are contained in 10 CFR 60 sections which define siting criteria of the Nuclear Regulatory Commission (NRC), and ONWI 33(2) which defines siting criteria of the Office of Nuclear Waste Isolation (ONWI) for the Department of Energy.

The Clinch River MRS Task Force was appointed in July 1985 by the Roane County Executive and the Oak Ridge City Council to evaluate the Monitored Retrievable Storage (MRS) facility proposed by the Department of Energy to be constructed in the Roane County portion of Oak Ridge. After several months of study, numerous public meetings, site visits to relevant facilities, and careful evaluation of the integrated MRS concept, it is the considered opinion of the Task Force that the facility could be safely build and operated in Roane County/Oak Ridge.

Program Plan for the Development of the Bedded Salt Pilot Plant
A program leading to the establishment in FY I983 of a pilot plant for storing radioactive wastes in bedded salt is described. The program consists of laboratory and field investigations of factors affecting the suitability of a specific site in southeastern New Mexico; of more generally applicable problems associated with geohydrology and rock mechanics; and of considerations bearing on the operational safety of a pilot plant repository. Tasks concerned with the engineering development and design of the facility are also included.
