The objective of the National Insights was to develop as far as possible “a historical and strategic vision of the radioactive waste governance” for participants of a same country. While decision-making processes in radioactive waste management very often remain technically driven, there is a need to put forward and give substance to a more open and inclusive decision-making process. The notion of governance is often used to label this type of decision-making process.

The long-term governance of radioactive waste is complex socio-technical issue. The disposition of radioactive waste is decided on ethical grounds, having to take into account a variety of other dimensions (society, economy, ecology, politics, time, space, and technology). Thereto, a study of variants is required. Decision theory, in principle, takes diverse options as a starting point begin as the basis of a decision.

This research on "e;Guidance on the selection of PTA tools for stakeholders involved in radioactive waste governance"e; was performed under the umbrella of COWAM2-'Work Package 1' (WP1). Through a dialogue on enhancing involvement at a local level, WP1 allows local stakeholders to examine the issues they face in building a democratic local governance process. WP1 also tests how Participatory Technology Assessment (PTA) methods can offer a consensual framework and a platform for deliberative co-decision among scientific and societal actors at the local level.

Work Package 2 (WP2) focused on the ways in which local stakeholders can influence national decision-making processes on radioactive waste management (RWM). The participants in WP2 were particularly interested in examining how local stakeholders could contribute to national debates. Their interest stemmed from the fact that participants from France, Spain and the United Kingdom — who made up the majority of the WP2 group — were engaged, as stakeholders, in the decision-making processes that were under way in each of those countries.

Denmark signed the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management 29 September 1997, the day it opened for signature. The Convention was accepted 3 September 1999 by letter from the Foreign Ministry to the International Atomic Energy Agency (IAEA). Until further notice the Convention does not apply for the autonomous territories Greenland and the Faroe Islands, which both do not possess spent nuclear fuel or radioactive waste. The present report is the Danish National Report for the Second Review Meeting to the Convention.

Lithuania has signed this Convention on 30 September 1997 and ratified it on 18 December 2003. This Convention entered in force in Lithuania on 14 June 2004. This is the second report of Lithuania for this Convention. The aim of the report is to give the information on the fulfillment of obligations of this Convention to other Contracting Parties. This report will be discussed in the Third Review Meeting to be held in Vienna on 11-22 May 2009. This report was prepared according the Guidelines Regarding the Form and Structure of National Reports.

This Report has been prepared, according to the guidelines established by the Contracting Parties under Article 29.2(iii), to fulfil the obligations of the Article 32 of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, signed by Poland on 30 September 1997 in Vienna, and ratified by the President of the Republic of Poland on 9 March 2000. The corresponding instruments of ratification were deposited with the IAEA on 5 May 2000. The Convention entered into force on 18 June 2001.

Historically, electricity generated in Switzerland came exclusively from hydropower without any recourse to fossil fuels, the latter not being available as a natural resource in the country. In the mid 1950's, an interest in the relatively new nuclear energy technology was manifested to cover an increasing electricity demand. In accordance with the general policy concerning the production of electricity, the promotion and use of nuclear energy was left to the initiative of the private sector.
