The Joint Convention on the Safety of Spent Fuel
Management and on the Safety of Radioactive
Waste Management was adopted on 29 September
1997 in the Vienna Diplomatic Conference. Finland
signed the Convention on 2 October 1997 and deposited
the tools of acceptance on 10 February
2000. The Convention entered into force on 18 June
2001.
The fulfilment of the obligations of the
Convention and the developments after the second
Review Meeting are assessed in this report. The
self-assessment is mainly based on the Finnish
legislation and regulations, on the situation at the
Finnish radioactive waste disposal facilities and
nuclear power plants (NPPs), and on the activities
to develop and improve operational and long term
safety. The assessments on the safety of the NPPs
cover also the facilities for predisposal management
of operational waste and storage of spent
fuel. The plans for decommissioning of nuclear facilities
are discussed shortly as well. The management
of radioactive waste generated outside the
nuclear fuel cycle is discussed as appropriate.
