In the course of producing electrical power in light water reactors (LWRs), the uranium<br/>fuel accumulates fission products until the fission process is no longer efficient for power<br/>production. At that point the fuel is removed from the reactor and stored in water basins<br/>to allow radioactivity to partially decay before further disposition. This fuel is referred<br/>to as "spent fuel." Although spent fuel as it is discharged from a reactor is intensely<br/>radioactive, it has been stored safely in moderate quantities for decades.

The importance of social and institutional issues in the siting of nuclear waste facilities has been recognized in recent years. Limited evidence from a survey of rural Wisconsin residents in 1980 indicates that incentives may help achieve the twin goals of increasing local support and decreasing local opposition to hosting nuclear waste facilities.

The Federal Government will continue to meet Germany’s existing international obligations, par- ticularly with regard to fulfilment of the Joint Convention. In submitting this report, the Federal Re- public of Germany is demonstrating its compliance with the Joint Convention and ensuring the safe operation of facilities for the management of spent fuel and radioactive waste, including the de- commissioning of nuclear installations. At the same time, there is still a need for future action in order to maintain the required high standards of safety and ensure disposal.

The responsibility for the governance of Australia is shared by the Australian government and the governments of the six states and two self governing territories. Responsibility for radiation health and safety in each State and Territory rests with the respective State/Territory government, unless the activity is carried out by an Australian government agency or a contractor to a Australian government agency; in those cases the activity is regulated by the Australian government.

In Austria there is neither a nuclear power plant (NPP) nor any other fuel cycle facility in op- eration. One NPP was constructed in Zwentendorf in the 1970s, but, as a consequence of the negative vote in a referendum never put into operation. Two out of three research reactors in Austria have been shut down (ASTRA Seibersdorf in 2000, SIEMENS Argonaut Graz in 2004) and are currently under decommissioning. The remaining TRIGA research reactor in Vienna is still in operation. Spent nuclear fuel is stored on site in wet or dry storage facilities.

There are no nuclear power stations and no nuclear fuel cycle activities in Ireland. There are 2.5 tonnes of natural uranium in storage on the campus of a university, which was previously incorporated in a sub-critical assembly. This material is stored in the building in which it was previously used. Other than in relation to these uranium sources, the application of the Convention is limited to radioactive waste arising from the medical, industrial and research applications of radioisotopes.

At the present time in Canada, high-level radioactive waste is accumulating in the form of irradiated, used fuel from research reactors and nuclear power generating stations. The used fuel bundles are kept in water-filled bays at each of the reactor sites. Because water is both a radiation barrier and an effective coolant, this system provides a safe means of storage. Used fuel is also safely stored above ground in dry concrete canisters in several Canadian locations.

It is intended as a resource document for those impacted by the current Department of Energy (DOE) guidance that calls for the cessation of fuel reprocessing. It is not intended as a study of the specific impacts (schedules and costs) to the Savannah River Site (SRS) alone. Commercial fuels, other low enriched fuels, highly enriched defense-production, research, and naval reactor fuels are included in this survey, except as prevented by rules on classification.
