This report provides - a detailed description of the Austrian policy and the usual practices concerning the management of spent fuel of the Austrian research reactors and the management of radioactive waste (see Section B); - a detailed description of the Austrian legal regime concerning the management of spent fuel of the Austrian research reactors and the management of radioactive waste (see Section E).
. On 25 March 1999 the Government of the Czech Republic approved the Joint Convention which came into effect in the Czech Republic on 18 June 2001. In agreement with the obligations resulting from its accession to the Joint Convention the Czech Republic has already drawn the second National Report for the purposes of Review Meetings of the Contracting Parties, which describes the system of spent fuel and radioactive waste management in the scope required by selected articles of the Joint Convention.

The Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management was adopted on 5 September 1997 by a Diplomatic Conference convened by the International Atomic Energy Agency at its headquarters from 1 to 5 September 1997. The Joint Convention was opened for signature at Vienna on 29 September 1997 during the forty-first session of the General Conference of the International Atomic Energy Agency and will remain open for signature until its entry into force. 2.
Finland signed the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management on 2 October 1997 and deposited the tools of acceptance on 10 February 2000. The Convention entered into force on 18 June 2001. The major generators of radioactive waste in Finland are the two nuclear power plants, the Loviisa and Olkiluoto plants. The Loviisa plant has two PWR units, operated by Fortum Power and Heat Oy, and the Olkiluoto plant two BWR units, operated by Teollisuuden Voima Oy.
This is the Finnish National Report, in accordance with the provisions of the Article 32 of the Joint Convention, to the 4th Review Meeting of the Contracting Parties in May 2012. The aim of this report is to present the recent developments of waste management in Finland, to describe waste management facilities and practices in Finland and, for discussion and review among contracting parties, to describe how the obligations under the Convention are fulfilled in Finland.

In Austria there is neither a nuclear power plant (NPP) nor any other fuel cycle facility in op- eration. One NPP was constructed in Zwentendorf in the 1970s, but, as a consequence of the negative vote in a referendum never put into operation. Two out of three research reactors in Austria have been shut down (ASTRA Seibersdorf in 2000, SIEMENS Argonaut Graz in 2004) and are currently under decommissioning. The remaining TRIGA research reactor in Vienna is still in operation. Spent nuclear fuel is stored on site in wet or dry storage facilities.

Posiva Oy is studying the Finnish bedrock for the geological disposal of spent nuclear fuel. The study is based on the site selection research programme started originally in 1983. The programme is in accordance with the decision in principle by the Council of State in 1983 and aims at the selection of one site in 2000. Four sites, Hastholmen in Loviisa, Kivetty in Aanekoski, Olkiluoto in Eurajoki and Romuvaara in Kuhmo, have been studied in detail. This report summarises the results of the site investigations carried out at Hastholment.
The 9th OECD Nuclear Energy Agency "Forum on Stakeholder Confidence" Community Visit and
National Workshop was held in Karlovy Vary, Chyše and Blatno in the Czech Republic in October 2012.

During the 1990s, nuclear waste programmes in nearly every concerned country met many difficulties. Nuclear waste management was seen as a technical issue, and the local communities were only involved in the last stage of the decision-making process when almost all components of the decision were already fixed. The management of high level radioactive waste is now recognised as a complex decision-making process entailing technical, ethical, social, political and economic dimensions where no solution can be reached solely on the basis of technical considerations.
This report aims to clarify the dynamics of socio-technical challenges in the implementation of geological disposal (GD) for High Level Waste (HLW) and Spent Nuclear Fuel (SNF). Drawing on the 14 country reports produced within InSOTEC’s WP1 the synthesis focuses on socio-technical challenges that appear across national contexts. The synthesis report elucidates issues made visible through bringing together the analyses of different national contexts.
