Socio-Technical Challenges to Implementing Geological Disposal: a Synthesis of Findings from 14 Countries
This report aims to clarify the dynamics of socio-technical challenges in the implementation of geological disposal (GD) for High Level Waste (HLW) and Spent Nuclear Fuel (SNF). Drawing on the 14 country reports produced within InSOTEC’s WP1 the synthesis focuses on socio-technical challenges that appear across national contexts. The synthesis report elucidates issues made visible through bringing together the analyses of different national contexts.

Repository performance assessment is analysis that identifies events and processes that might affect a repository system for isolation of radioactive waste, examines their effects on barriers to waste migration, and estimates the probabilities of their occurrence and their consequences. In 1983 Battelle Memorial Institute's Office of Nuclear Waste Isolation (ONWI) prepared two plans — one for performance assessment for a waste repository in salt and one for verification and validation of performance assessment technology. This white paper offers some suggestions about how to improve the process in the United States for developing facilities for geologic disposal of used nuclear reactor fuel and high-level radioactive waste. These suggestions look toward the future, and build on what I believe are the lessons that should be learned from the troubled Yucca Mountain repository project.

The Draft Environmental Impact Statement for the WIPP was published by the U.S. Department of Energy (DOE) in April 1979. This document was reviewed and commented on by members of the general public, private organizations, and governmental agencies. The Final Environmental Impact Statement was subsequently published in October, 1980.

The creation of high-activity, long-lived radioactive waste is an inevitable consequence of generating electricity in nuclear power plants. It also is an inevitable consequence of engaging in a set of activities associated with national defense, ranging from propelling nuclear submarines to producing the fissionable materials needed to construct nuclear weapons. Early in the nuclear era, the very-longterm management and the ultimate disposition of those wastes was not a high priority.

The Department of Energy, Office of Civilian Radioactive Waste Management, today proposes to amend its General Guidelines for the Recommendation of Sites for Nuclear Waste Repositories. The DOE is proposing these amendments to clarify and focus the Guidelines to be used in evaluating the suitability of the Yucca Mountain site in Nevada for development as a repository.

The idea for the Wyoming project had been developed under the earlier 1990s Nuclear Waste Negotiator Program. During that earlier activity, the project would have been a U.S. Department of Energy (DOE) project.

The primary goal of the ongoing LLL program is to develop the technology and data base required to license a nuclear repository in a crystalline rock medium, located at or near the Nevada Test Site (NTS). Historical inventories of spent fuel are combined with U.S Department of Energy (DOE) projections of future discharges from commercial nuclear reactors in the United States to provide estimates of spent fuel storage requirements over the next 50 years, through the year 2040. The needs for storage capacity beyond that presently available in the pools are estimated. These estimates incorporate the maximum capacities within current-and planned in-pool storage facilities and any planned transshipments of fuel to ther reactors or, facilities.
