Department of Energy Plans for Developing a Monitored Retrievable Storage Facility
The U.S. Congress authorized the development of a monitored retrievable storage facility (MRS) as part of the high-level radioactive waste management system. The MRS will be used to receive, store, and stage shipments of intact spent fuel to the permanent repository. Early development of the MRS is crucial to honoring the long-standing Federal commitment to timely and adequate waste acceptance. The Department of Energy's (DO E) objective is initial waste acceptance at the MRS beginning in 1998.

Geologic and Hydrologic Characterization and Evaluation of the Basin and Range Province Relative to the Disposal of High-level Radioactive Waste -- Part 1
The U.S. Geological Survey's program for geologic and hydrologic evaluation of physiographic provinces to identify areas potentially suitable for locating repository sites for disposal of high-level nuclear wastes was announced to the Governors of the eight States in the Basin and Range Province on May 6, 1981. Representatives of Arizona, California, Idaho, New Mexico, Nevada, Oregon, Texas, and Utah, were invited to cooperate with the Federal Government in the evaluation process.

CHARACTERIZATION OF CRYSTALLINE ROCKS IN THE LAKE SUPERIOR REGION, USA: IMPLICATIONS FOR NUCLEAR WASTE ISOLATION
The Lake Superior region (Wisconsin, the Upper Peninsula of Michigan, and Minnesota) contains 41 Precambrian crystalline (medium- to coarse-grained igneous and high-grade mstamorphic) rock complexes comprising 64 individual but related rock bodies with known surface exposures. Each complex has a map area greater than 78 km2. About 54% of the rock complexes have areas of up to 500 km2, 15% fall between 500 km2 and 1000 km2, 19% lie between 1000 km2 and 2500 km2, and 12% are over 2500 km2. Crystalline rocks of the region vary widely in composition, but they are predominantly granitic.

The Clinch River MRS Task Force was appointed in July 1985 by the Roane County Executive and the Oak Ridge City Council to evaluate the Monitored Retrievable Storage (MRS) facility proposed by the Department of Energy to be constructed in the Roane County portion of Oak Ridge. After several months of study, numerous public meetings, site visits to relevant facilities, and careful evaluation of the integrated MRS concept, it is the considered opinion of the Task Force that the facility could be safely build and operated in Roane County/Oak Ridge.

The factors evaluated in the Permian region fall into three broad areas: health and safety, environmental and socioeconomic, and engineering and economic considerations.

REVIEW OF POTENTIAL HOST ROCKS FOR RADIOACTIVE WASTE DISPOSAL IN THE SOUTHEASTERN UNITED STATES
The geology of the southeastern United States was studied to recommend areas that should be considered for field exploration in order to select a site for a radioactive waste repository. The region studied included the Piedmont Province, the Triassic Hasins, and the Atlantic Coastal Plain in Maryland, Virginia, North Carolina, South Carolina, and Georgia. This study was -entirely a review of literature and existing knowledge from a geotechnical point of view and was performed by subcontractors whose individual reports are listed in the bibliography. No field work was involved.

In December 1984, the Department of Energy (DOE) published draft environmental assessments (EAs) to support the proposed<br/> nomination of five sites and the recommendation of three sites for characterization for the first radioactive-waste repository. A chapter common to all the draft EAs<br/>(Chapter 7) presented rankings of the five sites against the postclosure and the preclosure technical siting guidelines.

In accordance with the requirements of 10 CFR Part 72, Private Fuel Storage L.L.C. hereby applies for a specific license to receive, transfer and possess power reactor spent fuel and other radioactive material associated with spent fuel storage in an independent spent fuel storage installation (ISFSI) to be constructed and operated on the Skull Valley Indian Reservation in Tooele County, Utah. The license is requested for the storage of spent fuel discharged from licensed U.S. nuclear power reactors in dry storage systems designed by Holtec, International and Sierra Nuclear Corporation.

The disposal of radioactive waste in the proper geologic environment offers a high potential for isolating the waste from man's environment for the period of time required for the waste to decay to innocuous levels. As part of the National Waste Terminal Storage Program, the Savannah River Laboratory has responsibility for studies related to the storage of waste in the geologic environment in the Southeast.

REGION-TO-AREA SCREENING METHODOLOGY FOR THE CRYSTALLINE REPOSITORY PROJECT
The Crystalline Repository Project (CRP) of the Department of Energy's Civilian Radioactive Waste Management Program is responsible for identifying sites which could be considered by the Department for construction and operation of the second deep geologic repository for permanent disposal of high-level radioactive waste. The CRP is currently evaluating exposed and near surface crystalline rock bodies in three geographic regions in an effort to identify potentially suitable rock bodies for continued evaluations and eventual field investigations.

This report presents a management plan and a technical program plan for the National Waste Terminal Storage (NWTS) program. It was prepared by the Office of Waste Isolation (OWI) which is part of Union Carbide Corporation-Nuclear Division (UCC-ND). These plans are based on guidance provided by the Energy Research and Development Administration (ERDA). The technical plan is an extension of over 15 years of studies of waste storage in geologic formations.

The Department of Energy, Office of Civilian Radioactive Waste Management, today proposes to amend its General Guidelines for the Recommendation of Sites for Nuclear Waste Repositories. The DOE is proposing these amendments to clarify and focus the Guidelines to be used in evaluating the suitability of the Yucca Mountain site in Nevada for development as a repository.

DOE requested $100 million over the next 3 years to develop an MRS facility by 1998. DOE can begin accepting delivery of utilities’ waste by 1998 only by having an MRS facility then. To accomplish this, however, the Nuclear Waste Negotiator must complete a siting agreement and obtain congressional approval of the agreement, including the removal of statutory links to repository development, by the end of 1992. The negotiator does not believe this is possible.<br/><br/>Whether DOE is legally obligated to store or dispose of waste in 1998 is unclear.

Reaching negotiated agreement with a state or Indian tribe and preparing of 1he environmental assessment (EA) required by Section 404 of the Nuclear Waste Policy Act, as amended (NWPAA), are the first steps in a process intended to result in the acceptance of radioactive waste at a monitored retrievable storage (MRS) facility starting in 1998. This paper examines requirements for the EA, the first environmental document to be prepared for siting an MRS facility, and discusses the process used to develop that document.
