This report examines the current policy, legal, and regulatory framework pertaining to used nuclear fuel and high level waste management in the United States. The goal is to identify potential changes that if made could add flexibility and possibly improve the chances of successfully implementing technical aspects of a nuclear waste policy. Experience suggests that the regulatory framework should be established prior to initiating future repository development.

On March 21, 2012, the Township of The North Shore expressed interest in learning more about the Nuclear Waste Management Organization (NWMO) site selection process to find an informed and willing community to host a deep geological repository for Canada’s used nuclear fuel (NWMO, 2010). This report summarizes the findings of an initial screening, conducted by Geofirma Engineering Ltd., to evaluate the potential suitability of the Township of The North Shore against five screening criteria using readily-available information.

SITING PROCESS FOR HLW REPOSITORY IN JAPAN
In the year 2000, the geological disposal program for high-level radioactive waste in Japan moved from the phase of generic research and development (R&D) into the phase of implementation. Following legislation entitled the “Specified Radioactive Waste Final Disposal Act”, the Nuclear Waste Management Organization of Japan (NUMO) was established as the implementing organization.

The Nuclear Regulatory Commission (NRC) is publishing technical criteria for disposal of high-level radioactive wastes (HLW] in geologic repositories, as required by the Nuclear Waste Policy Act of 1982. The criteria address siting, design, and performance of a geologic repository, and the design and performance of the package which contains the waste within the geologic repository. Also included are criteria for monitoring and testing programs, performance confirmation, quality assurance, and personnel training and certification.

This volume of the Dossier 2005 Argile reports on the results of the study from the standpoint of the architecture and management of such a repository. It is based on the characteristics of the clay formation studied in an underground research laboratory located in the Meuse and Haute-Marne departments.

The point of departure for the ARGONA project is that participation and transparency are key elements of effective risk governance and the acronym ARGONA stands for "Arenas for Risk Governance ". The study aims at analysing the process of independent assessment of the research programme of the French National Radioactive Waste Management Agency (ANDRA), commissioned to the Institute for Energy and Environmental Research (IEER) by the Local Committee of Information and Monitoring (CLIS) associated to the underground research laboratory of Bure.

The resolution of these, sometimes controversial, issues requires an appreciation and accommodation of community issues and an essential element of these activities is an approach to defining the extent and composition of communities affected by radioactive waste management. <br><br>A community perspective can provide an insight into the relationship between a facility and people living in its vicinity.
