Isolation in a geologic setting has been the generally favored solution to the high-level radioactive waste (HLW) problem since a scientific basis for nuclear waste management began to be formulated over half a century ago. Although general features of suitable settings have been enumerated, quantitative measures of the safety of geologic isolation of HLW are challenging to devise and to implement.

The research reported here was initiated in January 1980 and performed for the Office of Policy and Evaluation, U.S. Department of Energy. The study arises from recognition by the DOE that the resolution of institutional issues is vital to the establishment of facilities to dispose of high-level radioactive waste (HLW). The disposal of HLW is an intensely difficult public policy problem.

On March 19, 2012, the Town of Blind River expressed interest in learning more about the Nuclear Waste Management Organization (NWMO) site selection process to find an informed and willing community to host a deep geological repository for Canada’s used nuclear fuel (NWMO, 2010). This report summarizes the findings of an initial screening, conducted by Geofirma Engineering Ltd., to evaluate the potential suitability of the Town of Blind River against five screening criteria using readilyavailable information.

Development of Repository Concepts for Volunteer Siting Environments
The primary objective of government policy, and of NUMO in implementing this policy is to ensure that a repository for Japan’s high-level radioactive waste is designed and located so as to provide secure isolation of the waste and adequate safety for present and future generations. This requires that the site of a repository has to be chosen carefully and an associated repository concept is selected which is appropriate for its specific geological and environmental conditions. At NUMO, we have chosen to implement a volunteering approach to siting.

The report begins with a consideration of the factors which have led to a growth in the use of dialogue processes, a clarification of key concepts and a classification of dialogue processes. A description of recent and current activities in Europe and North America is followed by discussion of the relationship of processes and contexts. This then leads to an identification of the key aims and evaluation criteria which will be used in the design of dialogue processes to be conducted in subsequent phases of the project.

The primary task of the Committee on Radioactive Waste Management (CoRWM) is to provide independent scrutiny of the Government’s and Nuclear Decommissioning Authority’s proposal, plans and programmes to deliver geological disposal, together with robust interim storage, as the long-term<br/>management option for the UK’s higher activity wastes. In June 2007 the Scottish Executive announced a policy of near-surface, near-site long-term storage rather than geological disposal.

This report was written within the EU-project InSOTEC (www.insotec.eu) which aims to generate a better understanding of the complex interplay between the technical and the social in radioactive waste management and, in particular, in the design and implementation of geological disposal. In a first step 13 countries have been analysed in order to identify prevailing socio-technical challenges.

This paper summarises the history of RWM in Hungary, with a special attention to changing decision making approaches, social conflicts, and socio-technical challenges. First the institutional background of RWM is outlined. Next, efforts to build facilities for the management of low- and intermediatelevel waste (L/ILRW) and high-level waste (HLW) are summarized. This is followed by the short description of remaining socio-technical challenges. Finally, changes in decision-making approaches and tools are analysed.

On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision.
