This report was written within the EU-project InSOTEC (www.insotec.eu) which aims to generate a better understanding of the complex interplay between the technical and the social in radioactive waste management and, in particular, in the design and implementation of geological disposal. In a first step 13 countries have been analysed in order to identify prevailing socio-technical challenges.

The use of nuclear energy has a strong tradition in Slovenia. In 1949 the Institute Josef Stefan was founded, devoted to research in physics, with great emphasis on nuclear physics. A few years later (1966) the research nuclear reactor TRIGA started to work in the vicinity of capital city Ljubljana, to support its research.

There are two waste management R&D programs of national significance that are being administered for ERDA by the Union Carbide Corporation — Nuclear Division (UCC/ND). The National Waste Terminal Storage (NWTS) program is concerned with the development of geologic repositories for commercial nuclear fuel cycle wastes, and is organized as the Office of Waste Isolation within UCC/ND.

Based on the review of experiences in SEA and EIA in the Czech Republic summarized in Deliverable No.3 and the testing of novel participatory and dialogue approaches summarized in Deliverables No.7, 11 and 12 in this report a model for the siting process specifically in the Czech Republic, that takes into account the need for transparency and interaction with the public, within the framework of legal requirements is outlined. Lessons learnt are summarised and a road map specified.

REGION-TO-AREA SCREENING METHODOLOGY FOR THE CRYSTALLINE REPOSITORY PROJECT
The Crystalline Repository Project (CRP) of the Department of Energy's Civilian Radioactive Waste Management Program is responsible for identifying sites which could be considered by the Department for construction and operation of the second deep geologic repository for permanent disposal of high-level radioactive waste. The CRP is currently evaluating exposed and near surface crystalline rock bodies in three geographic regions in an effort to identify potentially suitable rock bodies for continued evaluations and eventual field investigations.

Following the guidelines set forth by the Ministry of Trade and Industry (now Ministry of Employment and Economy) Posiva is preparing to submit the construction license application for a spent fuel repository by the end of the year 2012. The long-term safety section supporting the license application is based on a safety case, which, according to the internationally adopted definition, is a compilation of the evidence, analyses and arguments that quantify and substantiate the safety and the level of expert confidence in the safety of the planned repository.

Development of Repository Concepts for Volunteer Siting Environments
The primary objective of government policy, and of NUMO in implementing this policy is to ensure that a repository for Japan’s high-level radioactive waste is designed and located so as to provide secure isolation of the waste and adequate safety for present and future generations. This requires that the site of a repository has to be chosen carefully and an associated repository concept is selected which is appropriate for its specific geological and environmental conditions. At NUMO, we have chosen to implement a volunteering approach to siting.
