Passed in 1982, the Nuclear Waste Policy Act (NWPA) was an effort to establish an explicit statutory basis for the Department of Energy (DOE) to dispose of the nation’s most highly radioactive nuclear waste. The NWPA requires DOE to remove spent nuclear fuel from commercial nuclear power plants, in exchange for a fee, and transport it to a permanent geologic repository or an interim storage facility before permanent disposal. Defense-related high-level<br>waste is to go into the same repository.
The Director, Office of Civilian Radioactive Waste Management (OCRWM), Department of Energy (DOE), has identified the Clinch River Breeder Reactor site, the DOE Oak Ridge Reservation and the Tennessee Valley Authority (TVA) Hartsville Nuclear Plant site as preferred and alternative sites, respectively, for development of site-specific designs as part of the proposal for construction of an integrated Monitored Retrievable Storage (MRS) Facility. The proposal, developed pursuant to Section 141(b) of the Nuclear Waste Policy Act of 1982, will be submitted to Congress in January 1986.

This paper is about the U.S. Environmental Protection Agency (EPA) "Environmental Standards for the Disposal of Spent Nuclear Fuel, High-Level and Transuranic Wastes, " 40 CFR 191. These standards regulate the disposal of radioactive wastes in geologic repositories.
This book is the result of a collaboration that began over two years ago between researchers from the social sciences and Andra engineers and natural scientists. Contributions to the various chapters have been discussed and enhanced, especially during the workshop and the interdisciplinary conference both held by Andra in 2008 and 2009<br>respectively.
In RD&D-Programme 92, SKB presented a partially new strategy for its activities. The new strategy entailed a focusing and concentration on the implementation of deep disposal of a limited quantity (about 800 tonnes) of encapsulated spent nuclear fuel during the coming 20-year period. Following this initial deposition, the results of the work will be evaluated, and only then will a decision be taken as to how and when regular deposition of the main body of the fuel and other long-lived nuclear waste will take place.

The Nuclear Regulatory Commission (NRC) is publishing technical criteria for disposal of high-level radioactive wastes (HLW] in geologic repositories, as required by the Nuclear Waste Policy Act of 1982. The criteria address siting, design, and performance of a geologic repository, and the design and performance of the package which contains the waste within the geologic repository. Also included are criteria for monitoring and testing programs, performance confirmation, quality assurance, and personnel training and certification.
The Law of 30 December 1991 Loi n¯ 91-1381 du 30 dÇcembre 1991 relative aux recherches sur la gestion des dÇchets radioactifs. conferred on Andra the task of assessing the feasibility of a high-level, long-lived waste (HLLL waste) repository in a deep geological formation. This volume of the Dossier 2005 Argile reports on the results of the study from the standpoint of the architecture and management of such a repository. It is based on the characteristics of the clay formation studied in an underground research laboratory located in the Meuse and Haute-Marne departments.
In sum, we vacate 40 C.F.R. part 197 to the extent that it incorporates a 10,000-year compliance period because, contrary to EnPA section 801(a), that compliance period is not<br> "based upon and consistent with " the recommendations of the National Academy of Sciences. The remaining challenges to the EPA rule are without merit. We vacate the NRC rule insofar as it incorporates EPAÕs 10,000-year compliance period. In all other respects, we deny NevadaÕs petition for review challenging the NRC rule.
EPA held a 90-day public comment period for the proposed radiation protection standards for Yucca Mountain (August 27, 1999 through November 26, 1999). Sixty-nine (69) sets of written comments were submitted to EPAÕs Air Docket regarding the proposed standards, although some commenters submitted more than one set of written comments. In addition, the Agency received oral testimony on the proposed standards from 28 speakers during public hearings that were held in Washington, DC; Las Vegas, NV; Amargosa Valley, NV; and Kansas City, MO.
This final rule incorporates compliance criteria applicable at different times for protection of individuals and in circumstances involving human intrusion into the repository. Compliance will be judged against a standard of 150 microsieverts per year (_Sv/yr) (15 millirem per year (mrem/yr)) committed effective dose equivalent (CEDE) at times up to 10,000 years after disposal and against a standard of 1 millisievert per year (mSv/yr) (100 mrem/yr) CEDE at times after 10,000 years and up to 1 million years after disposal.
These guidelines were developed in accordance with the requirements of Section 112(a) of the Nuclear Waste Policy Act of 1982 for use by the Secretary of Energy in evaluating the suitability of sites. The guidelines will be used for suitability evaluations and determinations made pursuant to Section 112(b). The guidelines set forth in this part are intended to complement the requirements set forth in the Act, 10 CFR part 60, and 40 CFR part 191. The DOE recognizes NRC jurisdiction for the resolution of differences between the guidelines and 10 CFR part 60.
We, the Environmental Protection Agency (EPA), are promulgating public health and safety standards for radioactive material stored or disposed of in the potential repository at Yucca Mountain, Nevada. Section 801 of the Energy Policy Act of 1992 (EnPA, Pub. L. 102Ð486) directs us to develop these standards. Section 801 of the EnPA also requires us to contract with the National Academy of Sciences (NAS) to conduct a study to provide findings and recommendations on reasonable standards for protection of the public health and safety.
CoRWM’s remit is to provide independent scrutiny and advice to Government on the long-term management, including storage and disposal, of radioactive wastes and materials that may be declared to be wastes. This is the first of three reports to be produced in 2009 that describes the results of the Committee’s scrutiny work in 2008 and the first part of 2009 and provides advice to Government.
This is the seventh CoRWM Annual Report. It summarises the outcomes of CoRWM’s scrutiny and advice work during the year. It also contains the Committee’s views on the current status of arrangements and plans for the long-term management of higher activity radioactive wastes in the UK. All the Committee Members have contributed to this Report and I am grateful to Marion Hill and the Secretariat for all their hard work in compiling it.

Explanation of Radioactivity and Radioactive waste
DOE hereby amends the policies under the Nuclear Waste Policy Act of 1982 for evaluating the suitability of Yucca Mountain, Nevada, as a site for development of a nuclear waste repository. TodayÕs final rule focuses on the criteria and methodology to be used for evaluating relevant geological and other related aspects of the Yucca Mountain site.

After an exhaustive review process that encompassed EPAÕs proposed rule, as presented in the Federal Register Notice, as well as the reference materials cited in that Notice, Nevada concludes that EPAÕs proposed standard is inconsistent with the recommendations of the National Academy of Sciences (as required by the Energy Policy Act of 1992) and the July 9, 2004 ruling of the U.S. Circuit Court of Appeals for the District of Columbia.
