This report provides an overview of the scope and status of the U.S. Department of Energy's (DOE's) Salt Repository Project (SRP) at the time when the project was terminated by the Nuclear Waste Policy Amendments Act of 1987. The report can be used as a "roadmap" into the 10-year program of siting a geologic repository for high-level nuclear waste in rock salt formations. Its purpose is to aid persons interested in the information developed during the course of this effort.

The purpose of this document is to establish waste acceptance technical requirements for the U.S. Department of Energy’s (DOE) Civilian Radioactive Waste Management System (CRWMS). These requirements and functions consist of two types: (a) internal CRWMS requirements derived from the Civilian Radioactive Waste Management System Requirements Document (CRD) (DOE 2007a) as illustrated in Figure 1, and (b) acceptance criteria imposed by the CRWMS on spent nuclear fuel (SNF) and high-level waste (HLW) delivered into the CRWMS.

This record of siting a geologic repository for high-level radioactive wastes (HL W) and spent fuel describes the many investigations that culminated on Demnber 22, 1987 in the designation of Yucca Mountain (YM), as the site to tmdergo detailed geologic characterization. It recounts the important issues and events that have been instrmnenta1 in shaping the course of siting over the last three and one half decades. In this long task, which was initiated in 1954, more than 60 regions, areas, or sites involving nine different rock types have been investigated.

Performance objectives for the geologic repository operations area through permanent closure in 10 CFR 63.111 identify compliance with regulatory dose limits for workers and members of the public as a design objective. The purpose of this design calculation is to determine direct radiation dose consequences for Category 1 and 2 event sequences. It does not include worker dose assessment for recovery operations following Category 1 event sequences.
