The State of Mississippi has compiled this comment document on the Draft Environmental Assessment for the Richton Dome site, which is being considered by the Department of Energy for a possible nuclear waste repository. The comments in this document are based on contributions from state officials and state agencies, private contractor organizations, other state institutions and members of the public. DOE has of course received additional comments from members of the public and others in the public hearings on the subject that have been held in the State.

Nuclear power programs and policies in the United States have been subject to environmental assessment under the National Environmental Policy Act (NEPA) since 1971. NEPA documentation prepared for programmatic policy decision-making within the nuclear fuel cycle and concurrent federal policy are examined as they relate to radioactive waste management in this paper.

This paper explores the relationship between the national environmental movement and nuclear technology in relation to a local emergent group. The historical development of nuclear technology in this country has followed a path leading to continued fear and mistrust of waste management by a portion of the population. At the forefront of opposition to nuclear technology are people and groups endorsing environmental values.

This report describes the first phase in evaluating the<br/>geology and hydrology of the Basin and Range Province for<br/>potential suitability of geohydrologic environments for isolation<br/>of high-level radioactive waste.

The U.S. Geological Survey&#39;s program for geologic and hydrologic evaluation of physiographic provinces to identify areas potentially suitable for locating repository sites for disposal of high-level nuclear wastes was announced to the Governors of the eight States in the Basin and Range Province on May 6, 1981. Representatives of Arizona, California, Idaho, New Mexico, Nevada, Oregon, Texas, and Utah, were invited to cooperate with the Federal Government in the evaluation process.
