How to dispose of highly radioactive wastes from commercial nuclear power plants is a question that has remained unresolved in the face rapidly changing technological, economic, and political requirements. Section 208 of the Energy Reorganization Act of 1974, as amended (Public Law 93-438), defines an "abnormal occurrence" (AO) as an unscheduled incident or event that the U.S. Nuclear Regulatory Commission (NRC) determines to be significant from the standpoint of public health or safety. The Federal Reports Elimination and Sunset Act of 1995 (Public Law 104-66) requires that the NRC report AOs to Congress annually.

Response to Comments - Amendments to the Public Health and Environmental Radiation Protection Standards for Yucca Mountain, Nevada, 40 CFR Part 197 Final Rule

The Environmental Protection Agency (EPA) has promulgated amendments to its public health and safety standards for radioactive material stored or disposed of in the potential repository at Yucca Mountain, Nevada (40 CFR Part 197). Section 801 of the Energy Policy Act of 1992 [(EnPA, Public Law 102-486, 42 U.S.C. § 10141 n. (1994)] directed EPA to develop these standards.
