Abstract/Summary

The Nuclear Waste Policy Act of 1982, as signed by the President on January 7, 1983, authorized, among other<br/>things, a Federal Interim Storage (FIS) program for spent nuclear fuel from domestic civilian power reactors. In Section<br/>131 of the Act, Congress indicated that the owners and operators of nuclear power plants have the primary responsibility for providing storage for spent fuel by maximizing, to the extent practical, the use of existing at-reactor capacity and that the Federal Government (the Department of Energy) has the responsibility to encourage and expedite the efficient use of, and additions to, such capacity.
