This report was prepared for the Secretary of Energy by a team of federal and contractor
personnel led by the Department’s Office of Nuclear Energy. The report assesses the technical
options for the permanent disposal of high-level radioactive waste (HLW) and spent nuclear fuel
(SNF) managed by the Department of Energy. Specifically, it considers whether DOE-managed HLW and
SNF should be disposed of with commercial SNF and HLW in one geologic repository or whether there

Analysis of the MUA Decision Methodology for HLW Repository Siting: Preclosure Utilities
Utilities and ranking of the preclosure attributes of the proposed high-level radioactive waste repository are examined, in order to provide insights into the propriety of using this approach for this type of decision and an assessment of the adequacy of the analysis itself. The postclosure utilities obtained in the previous study were greater than 80% for all five sites considered, but showed a greater spread than those in the MUA. The preclosure multiattribute utilities also show a wider spread than in the MUA.

Application of Spatial Data Modeling Systems, Geographical Information Systems (GIS), and Transportation Routing Optimization Methods for Evaluating Integrated Deployment of Interim Spent Fuel Storage Installations and Advanced Nuclear Plants
The objective of this siting study work is to support DOE in evaluating integrated advanced nuclear plant and ISFSI deployment options in the future. This study looks at several nuclear power plant growth scenarios that consider the locations of existing and planned commercial nuclear power plants integrated with the establishment of consolidated interim spent fuel storage installations (ISFSIs).

PRELIMINARY ASSESSMENT OF COSTS AND RISKS OF TRANSPORTING SPENT FUEL BY BARGE
The purpose of this study is to analyze the costs and risks associated with transporting spent fuel by barge. The barge movements would be made in combination with rail movements to transport spent fuel from plants to a repository. For the purposes of this analysis, three candidate repository sites are analyzed: Yucca Mountain, Nevada, Deaf Smith, Texas, and Hanford, Washington. This report complements a report prepared by Sandia National Laboratories in 1984 that analyzes the costs and risks of transporting spent
fuel by rail and by truck to nine candidate repository sites.

EPA held a 90-day public comment period for the proposed radiation protection standards for Yucca Mountain (August 27, 1999 through November 26, 1999). Sixty-nine (69) sets of written comments were submitted to EPAÕs Air Docket regarding the proposed standards, although some commenters submitted more than one set of written comments. In addition, the Agency received oral testimony on the proposed standards from 28 speakers during public hearings that were held in Washington, DC; Las Vegas, NV; Amargosa Valley, NV; and Kansas City, MO.

This report evaluates the radiological impacts during postulated accidents associated with the
transportation of spent nuclear fuel to the proposed Yucca Mountain repository, using the
RADTRAN 5.5 computer code developed by Sandia National Laboratories. RADTRAN 5.5 can
be applied to estimate the risks associated both with incident-free transportation of radioactive
materials as well as with accidents that may be assumed to occur during transportation. Incidentfree

We, the Environmental Protection Agency (EPA), are promulgating public health and safety standards for radioactive material stored or disposed of in the potential repository at Yucca Mountain, Nevada. Section 801 of the Energy Policy Act of 1992 (EnPA, Pub. L. 102Ð486) directs us to develop these standards. Section 801 of the EnPA also requires us to contract with the National Academy of Sciences (NAS) to conduct a study to provide findings and recommendations on reasonable standards for protection of the public health and safety.

The Committee on Radioactive Waste Management was asked by Government in 2003 to make recommendations for the long-term management of the UK’s higher activity wastes that would both protect the public and the environment, and inspire public confidence. To do this, we have combined a technical assessment of options with ethical considerations, examination of overseas experience and a wide-ranging programme of engagement both with the public and with interested parties (stakeholders). I am happy to present our recommendations in the pages that follow.

Thus, they agreed to focus on this Committee as one of the case studies.
