This research brief is addressing the governance issues associated with the practical implementation of long-term environmental surveillance systems on the one hand, and the health impact assessment related to radioactive waste disposal installations on the other hand. Based on feedback experiences associated with the surveillance of nuclear installations, the analysis is focused on governance stakes (how to involve local stakeholders, which information is meaningful, how to transfer the surveillance system between generations...) according to the expectations of the local stakeholders.

This detailed statement is to be an evaluation of site suitability under the DOE siting guidelines; the evaluation will be the basis for the comparison of sites reported in Chapter 7.

Searching for the location of risky or unpleasant objects is becoming increasingly difficult task. Slovenia is for the number of years now in the process of search for the location of the low and intermediate waste (LILW) repository. Social acceptability of this facility is currently the main problem in this search. Efforts in this direction are presented in all its diversity, with weaknesses and successes, addressing also the context of the whole process, but especially considering different aspects of public participation.

The remaining challenges to the EPA rule are without merit. We vacate the NRC rule insofar as it incorporates EPAÕs 10,000-year compliance period. Analysis of the MUA Decision Methodology for HLW Repository Siting: Preclosure Utilities
Utilities and ranking of the preclosure attributes of the proposed high-level radioactive waste repository are examined, in order to provide insights into the propriety of using this approach for this type of decision and an assessment of the adequacy of the analysis itself. The postclosure utilities obtained in the previous study were greater than 80% for all five sites considered, but showed a greater spread than those in the MUA. The preclosure multiattribute utilities also show a wider spread than in the MUA.

This final rule incorporates compliance criteria applicable at different times for protection of individuals and in circumstances involving human intrusion into the repository. Compliance will be judged against a standard of 150 microsieverts per year (_Sv/yr) (15 millirem per year (mrem/yr)) committed effective dose equivalent (CEDE) at times up to 10,000 years after disposal and against a standard of 1 millisievert per year (mSv/yr) (100 mrem/yr) CEDE at times after 10,000 years and up to 1 million years after disposal.

These guidelines were developed in accordance with the requirements of Section 112(a) of the Nuclear Waste Policy Act of 1982 for use by the Secretary of Energy in evaluating the suitability of sites. The guidelines will be used for suitability evaluations and determinations made pursuant to Section 112(b). The guidelines set forth in this part are intended to complement the requirements set forth in the Act, 10 CFR part 60, and 40 CFR part 191. The DOE recognizes NRC jurisdiction for the resolution of differences between the guidelines and 10 CFR part 60.

The Committee on Radioactive Waste Management was asked by Government in 2003 to make recommendations for the long-term management of the UK’s higher activity wastes that would both protect the public and the environment, and inspire public confidence. To do this, we have combined a technical assessment of options with ethical considerations, examination of overseas experience and a wide-ranging programme of engagement both with the public and with interested parties (stakeholders). I am happy to present our recommendations in the pages that follow.
