Additional Information on Monitored Retrievable Storage

Since the DOE developed the MRS proposal for the Congress, a number of questions have been raised by the General Accounting Office (GAO), the State of Tennessee, and others concerning the need for the MRS facility and the feasibility of achieving comparable performance for the overall waste—management system without an MRS facility. This report was prepared to provide additional information to address these questions.


Draft Mission Plan Amendment

The Department of Energy’s Office of Civilian Radioactive Waste Management prepared this document to report plans for the Civilian Radioactive Waste Management Program, whose mission is to manage and dispose of the nation’s spent fuel and high-level radioactive waste in a manner that protects the health and safety of the public and of workers and the quality of the environment. The Congress established this program through the Nuclear Waste Policy Act of 1982 (see Appendix A), though efforts to solve the waste-disposal problem go back several decades.


Preliminary Feasibility Assessment for Several Specific MRS Design Alternatives with the Potential for Early Deployment Revision1

This vintage 1990 document presents the results of WESTON'S preliminary assessment of the feasibility of several alternative fuel-transfer and storage concepts that have the potential for early spent-fuel acceptance at an MRS facility. The feasibility study was part of a series of studies conducted by the U.S. Department of Energy (DOE) during the late 1980's and early 1990's in an effort to establish an MRS design configuration.


Preliminary Site Requirements and Considerations for a Monitored Retrievable Storage Facility

In the November 1989 Report to Congress on Reassessment of the Civilian
Radioactive Waste Management Program (DOE/RW-0247), the Secretary of Energy
announced an initiative for developing a monitored retrievable storage (MRS) facility
that is to start spent-fuel acceptance in 1998. This facility, which will be licensed by
the U.S. Nuclear Regulatory Commission (NRC), will receive spent fuel from
commercial nuclear power plants and provide a limited amount of storage for this


MRS Siting Briefing

Monitored Retrievable Storage Facility Conceptual Design Report

This conceptual design report presents results of the monitored retrievable storage facility (MRS) conceptual design effort. Six design concepts were investigated for handling and storing spent nuclear fuel assemblies at the MRS and are presented in this report. All six of these design concepts satisfy program requirements and provide safe and efficient methods to handle and store spent nuclear fuel. This conceptual design is an important step towards furthering the civilian radioactive waste management system program.

Monitored Retrievable Storage Facility Design Criteria Policy Document - 2nd Draft

The Design Criteria Policy Document will provide guidance on the types of Design Events, Design Basis Accidents, and Design Criteria for Important To Radiological Safety Systems, Structures, and Components (SSCs) to be assumed during the design of the MRS facility. Definitions of key terms associated with Design Events are also included with this document. Appropriate combinations of Design Events and criteria is identified.
