The extent to which nuclear power will be a broadly accepted option for meeting future global energy needs depends upon cost, safety, waste management and the ability to limit the associated proliferation risks. While all four considerations are important, this report exclusively examines proliferation risks.

Nuclear Waste: Is There A Need For Federal Interim Storage?

About 20,000 metric tons of spent, or used, nuclear
fuel have accumulated since the beginning of commercial
nuclear power prbduction in the United States. At the end
of the currently licensed period of all existing nuclear power
plants and those under construction, the amount of spent
nuclear fuel is expected to total 87,000 metric tons.
Thus far, practically all of the spent nuclear fuel is
stored in water-filled pools at reactor sites. However, space
does not exist in the pools to store all the spent fuel expected

Report on Radioactive Waste Ownership and Management of Long-Term Liabilities in EDRAM Member Countries

This report has been prepared by an ad-hoc Working Group (WG) formed by ANDRA (France), NUMO (Japan), NAGRA (Switzerland) and ENRESA (Spain) in May 2003, after the EDRAM meeting held in Valencia to study the situation in the different EDRAM member countries regarding the treatment of radioactive waste ownership and management of long-term liabilities.

1999 Design Basis Waste Input Report for Commercial Spent Nuclear Fuel

The purpose of this document is to provide waste quantity and sequencing information that serves as the design basis for commercial spent nuclear fuel (CSNF) arriving at the repository, and the information on the transportation systems that will be used to deliver this fuel. It is intended as input for waste package and repository design analyses needed to ensure that facilities are flexible enough to be capable of receiving, unloading, handling, and emplacing the amounts and types of CSNF expected for receipt under realistic bounding conditions.

Vacuum Drying Test Plan - Public Version

NRC initiated a research activity with the Center for Nuclear Waste Regulatory Analyses (CNWRA®) to develop a conceptual test plan for measuring the quantity of residual water remaining in a canister following vacuum drying to the criterion referenced in NUREG–1536 (NRC, 2010). The test plan will be used to help NRC assess options for independently performing an experimental program or to support engagements with industry or the Department of Energy should they undertake a similar effort.

Review of Subcritical Source-Driven Noise Analysis Measurements

Subcritical source-driven noise measurements are simultaneous Rossi-a and randomly
pulsed neutron measurements that provide measured quantities that can be related to the
subcritical neutron multiplication factor. In fact, subcritical source-driven noise
measurements should be performed iii lieu of Rossi-a rneasurements because of the
additional information that is obtained from noise measurements such as the spectral ratio

ORIGEN-S Decay Data Library and Half-Life Uncertainties

The results of an extensive update of the decay data of the ORIGEN-S library are presented
in this report. The updated decay data were provided for both the ORIGEN-S and ORIGEN2
libraries in the same project. A complete edit of the decay data plus the available half-life
uncertainties are included in Appendix A. A detailed description of the types of data contained in the
