An Account of the Programs of Federal Agencies and Events That Have Led to the Selection of a Potential Site for a Geologic Repository for High-Level Radioactive Waste
US policy for management of used nuclear fuel (UNF) and high level radioactive wastes (HLRW) is at a crossroads, and the success of new policy directions will depend in part on broad public acceptance and support. In this paper I provide an overview of the evidence concerning the beliefs and concerns of members of the American public regarding UNF and HLNW. I also characterize the evidence on American’s policy preferences for management of these materials.
This analysis provides information necessary for total system performance assessment (TSPA) for the license application (LA) to include the excess U.S. Department of Energy (DOE) plutonium in the form of mixed oxide (MOX) spent nuclear fuel and lanthanide borosilicate (LaBS) glass. This information includes the additional radionuclide inventory due to MOX spent nuclear fuel and LaBS glass and the analysis that shows that the TSPA models for commercial spent nuclear fuel (CSNF) and high-level waste (HLW) degradation are appropriate for MOX spent nuclear fuel and LaBS glass, respectively.
This report puts forth a number of options and recommendations for how to engage
stakeholders and other members of the public in the storage and management of spent
nuclear fuel and high level waste in the United States. The options are generated from a
scientific review of existing publications proposing criteria for assessing past efforts to
engage publics and stakeholders in decision-making about risky technologies. A set of
nine principles are derived for evaluating cases of public and stakeholder engagement with
The purpose of this document is to establish waste acceptance technical requirements for the U.S. Department of Energy’s (DOE) Civilian Radioactive Waste Management System (CRWMS). These requirements and functions consist of two types: (a) internal CRWMS requirements derived from the Civilian Radioactive Waste Management System Requirements Document (CRD) (DOE 2007a) as illustrated in Figure 1, and (b) acceptance criteria imposed by the CRWMS on spent nuclear fuel (SNF) and high-level waste (HLW) delivered into the CRWMS.
The Nuclear Waste Policy Act of 1982, as amended (the Act), assigns the Federal Government the responsibility for the disposal of spent nuclear fuel and high-level waste. Section 302a of the Act authorized the Secretary to enter into contracts with the owners and generators of commercial spent nuclear fuel and or high level waste. The Standard Contract for Disposal of Spent Nuclear Fuel and or High Level Radioactive Waste (Standard Contract) established the contractual mechanism for the Department's acceptance and disposal of spent nuclear fuel and high level waste.
The Nuclear Waste Policy Act of 1982, as amended (NWPA), establishes a process for the siting, construction and operation of one or more national repositories for permanent disposal of the Nation’s spent nuclear fuel (SNF) and high-level radioactive waste (HLW). In 1987, after the Department of Energy (the Department or DOE) had conducted studies of nine potential repository sites located throughout the United States, Congress amended the NWPA and selected the Yucca Mountain site in Nye County, Nevada as the only site for further study for the first national repository.

How to dispose of highly radioactive wastes from commercial nuclear power plants is a question that has remained unresolved in the face rapidly changing technological, economic, and political requirements. In the three decades following WWII, two federal agencies -- the Atomic Energy Commission and the Energy Research and Development Administration -- tried unsuccessfully to develop a satisfactory plan for managing high level wastes.
