Report to Congress on Reassessment of the Civilian Radioactive Waste Management Program

The success of the Civilian Radioactive Waste Management Program of the U.S.
Department of Energy (DOE) is critical to U.S. ability to manage and dispose of
nuclear waste safely--and to the reestablishment of confidence in the nuclear energy
option in the United States. The program must conform with all applicable standards
and, in fact, set the example for a national policy on the safe disposal of radioactive
waste.

Project Opalinus Clay Safety Report: Demonstration of disposal feasibility for spent fuel, vitrified high-level waste and long-lived intermediate-level waste (Entsorgungsnachweis)

This report presents a comprehensive description of the post-closure radiological safety assess- ment of a repository for spent fuel (SF), vitrified high-level waste (HLW) from the reprocessing of spent fuel and long-lived intermediate-level waste (ILW), sited in the Opalinus Clay of the Zürcher Weinland in northern Switzerland. This assessment has been carried out as part of the technical basis for Project Entsorgungsnachweis1, which also includes a synthesis of informa- tion from geological investigations of the Opalinus Clay and a report on engineering feasibility.

THE REPORT TO THE PRESIDENT AND THE CONGRESS BY THE SECRETARY OF ENERGY ON THE NEED FOR A SECOND REPOSITORY

The Nuclear Waste Policy Act of 1982, as amended (NWPA), establishes a process for the siting, construction and operation of one or more national repositories for permanent disposal of the Nation’s spent nuclear fuel (SNF) and high-level radioactive waste (HLW). In 1987, after the Department of Energy (the Department or DOE) had conducted studies of nine potential repository sites located throughout the United States, Congress amended the NWPA and selected the Yucca Mountain site in Nye County, Nevada as the only site for further study for the first national repository.

EPRI Review of Geologic Disposal for Used Fuel and High Level Radioactive Waste: Volume IV—Lessons Learned

The effective termination of the Yucca Mountain program by the U.S. Administration in 2009
has further delayed the construction and operation of a permanent disposal facility for used fuel

Disposal Subcommittee Report to the Full Commission

The Disposal Subcommittee of the Blue Ribbon Commission on America’s Nuclear Future (BRC) addressed a wide-ranging set of issues, all bearing directly on the central question: “How can the United States go about establishing one or more disposal sites for high-level nuclear wastes in a manner and within a timeframe that is technically, socially, economically, and politically acceptable?”

Commercial Nuclear Waste: Effects of a Termination of the Yucca Mountain Repository Program and Lessons Learned

DOE decided to terminate the Yucca Mountain repository program because, according to DOE officials, it is not a workable option and there are better solutions that can achieve a broader national consensus. DOE did not cite technical or safety issues. DOE also did not identify alternatives, but it did create a Blue Ribbon Commission to evaluate and recommend alternatives.

NRC Waste Confidence Positions

In response to the remand of the U.S. Court of Appeals for the District of Columbia Circuit (Minnesota v. NRC, 602 F.2d 412 (1979)), and as a continuation of previous proceedings conducted in this area by NRC (44 Fed. Reg. 61,372), the Commission initiated a generic rulemaking proceeding on October 25, 1979.

Disposal Criticality Analysis Methodology Topical Report Revision 2

This topical report describes the approach to the risk-informed, performance-based methodology to be used for performing postclosure criticality analyses for waste forms in the Monitored Geologic Repository at Yucca Mountain, Nevada. The risk-informed, performance-based methodology will be used during the licensing process to demonstrate how the potential for postclosure criticality will be limited and to demonstrate that public health and safety are protected against postclosure criticality.

A Multiattribute Utility Analysis of Sites Nominated for Characterization for the First Radioactive Waste Repository - A Decision Aiding Methodology

This report presents a formal analysis of the five sites nominated as
suitable for characterization for the first repository; the analysis is based
on the information contained or referenced in the environmental assessments
that accompany the site nominations (DOE, 1986a-e). It is intended to aid in
the site-recommendation decision by providing insights into the comparative
advantages and disadvantages of each site. Because no formal analysis can
account for all the factors important to a decision as complex as recommending

Over the decade since NWPA, the disposal
program's strategy, based on its interpretation of the
legislative mandate and regulatory requirements, has
sought:
• in a single large step and under a tight
schedule, to achieve the first-of-a-kind licensing
of a first-of-a-kind repository for isolating
wastes from the human environment for many
thousands of years.

to build a full-scale repository and begin
disposing of the bulk of the nation's inventory
