The U.S. Department of Energy is pursuing one or more federal consolidated interim storage facilities to store the nation's commercial spent nuclear fuel in the near-term using a multistage consent-based approach that puts communities' interest at the forefront.
Despite being safely transported in the U.S. for more than half a century, many still believe spent nuclear fuel (SNF) is too dangerous to transport. But, in reality, it’s a well-coordinated process with a great track record—and we have the facts to prove it.

Nuclear energy is essential to tackling climate change. Maintaining the nation’s current fleet and deploying advanced reactors is crucial in achieving the U.S. Department of Energy (DOE)’s ambitious goals of a 50% reduction in carbon emissions by the end of the decade, 100% clean electricity by 2035, and a net-zero economy by 2050.
However, to meet those goals, progress needs to be made in the management of spent nuclear fuel. Inaction on this issue has already cost taxpayers more than $9 billion in settlements and judgments.
Can anthropologists help the U.S. Department of Energy (DOE) design a more environmentally just, participatory, and consent-based siting process for spent nuclear fuel management facilities? The DOE has committed to a consent-based approach to siting spent nuclear fuel management facilities that aims to enable broad community participation and center equity and environmental justice.
Making progress on the long-term management of spent nuclear fuel can be fraught with political and economic challenges, but groups within the U.S. are looking to try and tackle the challenge from many different angles. As the government ramps up efforts to support spent nuclear fuel management up to the limits of the law, ANS and others are making recommendations around, and receiving funding oriented to, pathways for progress.
A.1 This is the United Arab Emirates (UAE) first national report on compliance with the obligations of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (the Joint Convention). The UAE deposited its instrument of accession to the Joint Convention on 31 July 2009 and under Article (40) the Joint Convention entered into force for the UAE 90 days later on 29 October 2009. A.2 The report describes the basic policy and legal framework being established by the UAE for spent fuel management and radioactive waste management.

This Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management was adopted on 29 September 1997 in Vienna diplomatic Conference. Estonia signed the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management 05 January 2001. Estonian Parliament ratified the convention 19 October 2005. Estonia deposited the instrument of accession to the joint Convention on 03 February 2006. The convention entered into force 04 May 2006.
This report provides information on the inventory of commercial spent fuel (SNF) and high-level
radioactive waste (HLW) in the United States, as well as non-commercial SNF and HLW in the U.S.
Department of Energy (DOE) complex. Actual or estimated quantitative values for current inventories are
provided along with inventory forecasts derived from examining different future commercial nuclear power
generation scenarios. The report also includes select information on the characteristics associated with the
Reference concepts for geologic disposal of used nuclear fuel and high-level radioactive waste in the U.S. are developed, including geologic settings and engineered barriers. Repository thermal analysis is demonstrated for a range of waste types from projected future, advanced nuclear fuel cycles. The results show significant differences among geologic media considered (clay/shale, crystalline rock, salt), and also that waste package size and waste loading must be limited to meet targeted maximum temperature values.

This 10th anniversary update to the original archive adds several sections that cover relevant topics since 2010. Some of the new topics include the Blue Ribbon Commission on America's Nuclear Future, consent-based siting, tribal engagement, shutdown site visits, and industry interests. Much like the first publication, the purpose of this update is to make it easier for new personnel to learn about what came before them in the hope that this knowledge gives them a greater chance of success.
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations governing the disposal of high-level radioactive wastes in a proposed geologic repository at Yucca Mountain, Nevada. The final rule implements the U.S. Environmental Protection Agency’s (EPA’s) revised standards for doses that could occur after 10,000 years, but within the period of geologic stability.
This report provides information on the inventory of spent nuclear fuel (SNF) in the United States located at Nuclear Power Reactor and Independent Spent Fuel Storage Installation sites, as well as SNF and reprocessing waste located at U.S. Department of Energy sites and other research and development centers as of the end of calendar year 2021.
On 10 March 1999, The Netherlands signed the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, which was subsequently formally ratified on 26 April 2000 and entered into force on 18 June 2001. The Joint Convention obliges each contracting party to apply widely recognized principles and tools in order to achieve and maintain high standards of safety during management of spent fuel and radioactive waste.
